Kansas extends HP's Medicaid tech services contract

By Healthcare Finance Staff

The Kansas Health Policy Authority (KHPA) has extended a $119 million two-year technology services contract with HP Enterprise Services. The extension, which includes two one-year options, will allow the state to meet its budget without eliminating staff or reducing customer service.

KHPA is the state agency that oversees the Medicaid and HealthWave programs for more than 300,000 Kansans. Under the contract, HP will continue to manage the KHPA customer service call center in Topeka, which annually processes an average of 250,000 calls primarily related to billing and payments.
"

Medicaid beneficiaries and the healthcare providers who serve them consider this call center vitally important," said Barbara Langner, acting Medicaid director, Kansas Health Policy Authority. "HP knows this industry and the state well. Based on that knowledge, they presented an innovative approach that enabled us to meet our fiscal as well as our service-level commitments – something we didn't think was possible."
HP will continue to enroll providers and process approximately 19 million claims per year for KHPA.

In addition, HP will provide Medicaid management information systems maintenance to assist the state in keeping the system current with the latest state and federal requirements. HP also provides surveillance and utilization review for KHPA to detect overpayments, fraud and abuse.

"The state's call center is a valuable resource that minimizes business processing errors in billing and payments by providing Kansas residents with a real-time solution to address questions and concerns," said Barbara Anderson, a vice president at HP Enterprise Services. "We were able to draw on our deep knowledge of the state's needs as well as our extensive Medicaid experience to come up with an innovative solution that fit the state's needs."
