Wisconsin data organization to collect claims data to assess quality

By Fred Bazzoli

The Wisconsin Health Information Organization is taking steps to create a statewide repository of health claims data.

The statewide organization, which includes providers, payers and purchasers of care, is partnering with Eden Prairie, Minn.-based Ingenix to create the database.

The Wisconsin group said it will report on the quality of care, measured against evidence-based treatment guidelines to enable providers to benchmark results against each other.

The initiative also will provide insight for employers and consumers on the value of healthcare services in the state, WHIO executives said.

"Our reports will measure treatment received for a variety of health conditions against national standards for care endorsed by leading organizations," said Julie Bartels, WHIO's executive director. "Provider groups can use this data to evaluate their performance and identify areas of excellence and opportunities for improvement."

At the start, five insurers and the state's Medicaid program will provide data to the repository, and WHIO is encouraging other regional providers and payers to contribute data as well.

First reports from the database are expected in the first quarter of 2009, with a broader rollout expected later in the year.
